Osborne urges BoE bank regulators to focus on recovery

LONDON (Reuters) - A new Bank of England body to regulate Britain's financial system should ensure it does not impede an economic recovery while it works for longer-term stability, Chancellor George Osborne said on Tuesday.

The Financial Policy Committee has operated on an interim basis since June 2011, and some bankers have criticised its push for lenders to hold more capital, which they say reduces their ability to provide credit to British firms and households.

Setting out the first remit for the FPC since it gained formal powers on April 1, Osborne wrote in a letter to Bank Governor Mervyn King that the body should consider short-term growth as well as longer-term financial stability.

"It is particularly important, at this stage of the cycle, that the Committee takes into account, and gives due weight to, the impact of its actions on the near-term economic recovery," Osborne wrote. He said there were "short-term trade-offs" between sustaining growth and addressing risk.

King has argued that higher capital levels do not reduce banks' ability to lend, and instead help the economy by reducing the risk premium banks pay to borrow and by bolstering general confidence in the financial system.

Regulators across the world are under pressure to ease tough new regimes as banks complain they cannot lend to the economy and build up capital buffers to high levels at the same time. Earlier this year global regulators gave banks an extra three years to put in place cash reserves that will help them to withstand short-term market shocks unaided.

The FPC has already shown some flexibility by allowing British banks to scale back their very high cash buffers if the money freed up is lent to businesses and other parts of Britain's struggling economy.

But it has not yielded on longer-term capital. Last month it ordered banks to plug a capital hole of 25 billion pounds ($38.7 billion) by the end of this year, insisting this will be "manageable" and that the banks that have kept lending were the best capitalised ones.

Manitoba now has a new strategic action plan to prevent workplace injury and illness and to better ensure every worker makes it home safely at the end of the day. This announcement was made by Family Services and Labour Minister Jennifer Howard.

?This comprehensive strategy follows the province?s most extensive review of injury and illness prevention in more than a decade and doubles resources dedicated to injury and illness prevention,? said Howard. ?It strengthens our safety and health laws and will ensure employers are rewarded for practices that make their workplaces safer and healthier.?

The Manitoba government?s Five Year Plan for Injury and Illness Prevention incorporates recommendations from three reports issued in early April as part of a wide-ranging review of workplace injury and illness prevention.

The new strategy details plans for:

  • doubling funding for prevention services,
  • creating new requirements under the Workplace Safety and Health Act that more clearly define workers? legal rights, require mandatory orientation of new workers and provide stronger protection when a worker refuses unsafe work,
  • investing in resources that will ensure every high school student has access to workplace health and safety information in the classroom or online, and materials to help parents prepare their children to know about their rights to a safe workplace when they start their first job,
  • strengthening support for emergency responders and other workers in high-trauma jobs,
  • providing more ways for the public to report unsafe workplaces including a one-stop phone number for reporting unsafe workplace or injuries,
  • requiring mandatory safety orientation for new workers,
  • providing a mobile safety lab to bring safety awareness training and tools to rural worksites,
  • ensuring every new business in Manitoba gets information about their responsibilities to prevent injuries,
  • creating a leadership team of business owners and executives who have shown their commitment to safety and can help inform and mentor other business owners,
  • increasing enforcement of rules to prevent bullying and violence in the workplace, and
  • reviewing every workplace death to learn lessons about prevention.

?Dedicating more resources to prevention will help make Manitoba one of the safest places to work in North America,? said Howard. ?Enforcement is also an important part of injury prevention and our safety and health laws will be among the strongest in the country. Safety and health officers will now have the tools needed to ensure compliance.?

The minister also announced the Workers? Compensation Board of Manitoba will develop a strategy to eliminate claim suppression and inappropriate returnto-work practices, while ensuring employers that engage in genuine injury prevention are recognized and rewarded. That new strategy is expected in the fall of 2013.

?I?d like to thank Mr. Dave Gaudreau, MLA for St. Norbert, who assisted in conducting the comprehensive review of injury and illness prevention in our province,? said Howard. ?I also extend my gratitude to the many Manitobans who provided their input and recommendations.?

Obama jokes about radical 2nd term changes

WASHINGTON (AP) ? President Barack Obama joked Saturday about his plans for a radical second-term evolution from a "strapping young Muslim Socialist" to retiree golfer, all with a new hairstyle like first lady Michelle's.

Obama used this year's annual White House Correspondents' Association dinner to poke fun at himself and some of his political adversaries, asking if it was still possible to be brought down a peg after 4? years as commander-in-chief.

Entering to the rap track "All I Do Is Win" by DJ Khaled, Obama joked about how re-election would allow him to unleash a radical agenda. But then he showed a picture of himself golfing on a mock magazine cover of "Senior Leisure."

"I'm not the strapping young Muslim Socialist that I used to be," the president remarked, and then recounted his recent 2-for-22 basketball shooting performance at the White House Easter Egg hunt.

But Obama's most dramatic shift for the next four years appeared to be aesthetic. He presented a montage of shots featuring him with bangs similar to those sometimes sported by his wife.

Obama closed by noting the nation's recent tragedies in Massachusetts and Texas, praising Americans of all stripes from first responders to local journalists for serving the public good.

Saturday night's banquet not far from the White House attracted the usual assortment of stars from Hollywood and beyond. Actors Kevin Spacey, Julia Louis-Dreyfus and Claire Danes, who play government characters on series, were among the attendees, as was Korean entertainer Psy. Several Cabinet members, governors and members of Congress were present.

And despite coming at a somber time, nearly two weeks after the deadly Boston Marathon bombing and 10 days after a devastating fertilizer plant explosion in West, Texas, the president and political allies and rivals alike took the opportunity to enjoy some humor. Late-night talk-show host Conan O'Brien headlined the event.

Some of Obama's jokes came at his Republican rivals' expense. He asked that the GOP's minority outreach begin with him as a "trial run" and said he'd take his recent charm offensive with Republicans on the road, including to a book-burning event with Rep. Michele Bachmann.

Casino magnate Sheldon Adelson would have had better success getting Obama out of office if he simply offered the president $100 million to drop out of last year's race, Obama quipped.

And on the 2016 election, the president noted in self-referential irony that potential Republican candidate Sen. Marco Rubio wasn't qualified because he hasn't even served a full term in the Senate. Obama served less than four years of his six-year Senate term before he was elected president in 2008.

The gala also was an opportunity for six journalists, including Associated Press White House Correspondent Julie Pace, to be honored for their coverage of the presidency and national issues.

The New Yorker's Ryan Lizza won the Aldo Beckman Award, which recognizes excellence in the coverage of the presidency.

Pace won the Merriman Smith Award for a print journalist for coverage on deadline.

ABC's Terry Moran was the winner of the broadcast Merriman Smith Award for deadline reporting.

Reporters Jim Morris, Chris Hamby and Ronnie Greene of the Center for Public Integrity won the Edgar A. Poe Award for coverage of issues of national significance.

Police use tear gas to break up noisy street party

FORT COLLINS, Colo. (AP) ? Fort Collins police say they used tear gas to disperse a large and noisy street party near the Colorado State University campus as some revelers threw bottles at officers.

Police spokeswoman Rita Davis says officers were called to the Summerhill neighborhood late Saturday night amid complaints of a gathering that drew about 300 partygoers.

She says in a news release that officers urged people to leave, but the crowd became unruly and began throwing bottles at police as well as climbing on cars, street light poles and trees.

Some media reports described the melee as riot-like.

Davis says that eventually, police used tear gas and pepper spray to disperse the crowd.

Three partygoers were treated at a hospital for minor injuries, but Davis says no officers were hurt.

The media reports say the event drew mainly a college-age crowd after it was advertised during the week via social media.

PROVIDENCE, R.I. (WPRI)- Local businesses says a bill now being considered in Congress that would end tax-free shopping online would help them right here in Rhode Island.

The United States Senate is set to vote on the Online Fairness Act, which would require online retailers to tax purchases and send the revenue to the state in which the shopper lives.

Rhode Island small business owners say a tax on internet sales would make local businesses more competitive, and that it's the right move.

Matthew Bird has owned Providence's "The Curetorium" for seven years. He says he faces stiff competition from some online retailers that don't have to charge sales tax.

"There are a lot of times when people come into the store and they fall in love with an item. They take a picture or record it somehow so they can go find it later online," said Bird.

But not everyone supports the bill.

Opponents of the bill say it could put an unfair burden on online businesses and consumer advocates say the bill could actually hurt shoppers.

"Any time you increase the cost to consumers, from the consumer's perspective, that's a bad thing," Bird said.

States claim they lost out on $23 billion in revenue last year because they couldn't tax online sales.

The Senate is scheduled to vote on the bill May 6.

Austerity-weary Iceland votes in national election

REYKJAVIK, Iceland (AP) ? Five years after Iceland's economy imploded, austerity-weary voters looked set Saturday to return the parties widely blamed for the disaster to power.

Polls showed the Progressive and Independence parties, who are promising to ease Icelanders' economic pain, leading the Social Democrat-led coalition that has spent the last four years trying to pick up the pieces after the crash.

Iceland's economic recovery has been hard and uneven, and many voters are fed up.

"I think that Icelanders are craving change. The last government failed to lead us out of the economic crisis in the way people liked," said Svavar Bjorgvinsson, owner of a computer games company.

He said many voters were swayed by the center-right parties' promises of tax cuts and mortgage relief.

"Many people that have been struggling will give these parties their vote as they are seeing some light in the end of the tunnel," he said.

A shift to the right in Saturday's parliamentary election would likely shelve Iceland's plans to join the European Union, with which it has begun accession talks. Both Progressives and Independents oppose joining the 27-nation bloc.

Progressive Party chief Sigmundur David Gunnlaugsson and Independence Party leader Bjarni Benediktsson are the two most likely candidates for prime minister under the system of proportional representation used for elections to Iceland's 63-seat parliament, the Althingi.

The two parties governed Iceland for several decades, often in coalition, overseeing economic liberalization that spurred a banking and business boom ? until Iceland's economy crashed spectacularly during the 2008 credit crisis.

A volcano-dotted North Atlantic nation with a population of just 320,000, Iceland went from economic wunderkind to financial basket case almost overnight when its main commercial banks collapsed within a week of one another.

The value of the country's currency plummeted, while inflation and unemployment soared. Iceland was forced to seek bailouts from Europe and the International Monetary Fund.

Despite being widely blamed for the meltdown, the Independents and Progressives say they are now best placed to lead the economic recovery.

The Progressives are promising to write off some mortgage debt, taking money from foreign creditors. Benediktsson's Independence Party is offering lower taxes and the lifting of capital controls that he says are hindering foreign investment.

"We believe we can do a lot for indebted households, but our plan is not to do only that" Benediktsson said after casting his vote in a Reykjavik suburb.

"I think the only way out of the economic difficulties we've had is growing the economy, and we need to create new jobs, start new investments and we have a very strong plan to start doing that tomorrow."

Whatever the outcome, 70-year-old outgoing Prime Minister Johanna Sigurdardottir has said she will retire from politics after the election. Iceland's first female ? and first openly gay ? prime minister, she was elected as head of a center-left alliance in 2009 on a wave of public disgust at the previous administration.

Since then, Iceland has in many ways made a strong recovery. Unemployment has fallen and the economy is growing.

But inflation remains naggingly high, and many Icelanders still struggle to repay home and car loans they took out ? often in foreign currencies whose value soared after the crash ? in the years of easy credit.

Some accuse the government of caving in to international pressure to compensate Britain and the Netherlands for their citizens' lost deposits in the failed online bank Icesave. Icelanders have twice rejected repayment deals agreed to by Sigurdardottir's government.

"The government that many people thought was cleaning up the mess is getting severely punished for the last four years," said journalist and political analyst Egill Helgason. "I don't know whether they deserve it. In many ways I think not. But this is politics ? cruel."

Some voters say the outgoing government did as good a job as could be expected.

"We cannot forget that everything collapsed here and still health care, schools and society in general functions better than in most countries", said Jon Gunnar Bjornsson, an operations manager of one of Iceland's new, post-crisis banks.

"We still retain ownership of hospitals, the road system and the utility companies. I'm not sure we could have expected more.

"But still people are unhappy and want someone to take their debt away and shower them with golden fairy dust."

Polls close at 2200GMT (6 p.m. EDT), with full results expected early Sunday.

(AP) ? Henrique Capriles says Venezuela's opposition will boycott an audit of election results because the National Electoral Council did not accept his demand for the examination of registers containing voters' signatures and fingerprints.

Capriles says the opposition will challenge the election results in the Supreme Court and pressure authorities to organize a new election.

The opposition leader made the decision after election officials did not respond to his repeated demands for a complete audit.

Capriles made the announcement during a televised interview on Thursday.

Why Should New Teachers Be the Ones to Get Pink Slips?

Last In, First Out has been in place for quite a long time. On the surface, the policy is fair. If implemented consistently, it is a cut and dry policy in which the most recently hired teacher is the first one to lose her/his job in times of downsizing. It does not consider who is affected.

However, is the best way to determine which teacher is cut from a district to base it on who was last hired?

The ease of application of Last In, First Out has allowed a difficult conversation to be avoided?the discussion of how to evaluate teachers. Rather than simply looking at hire date, why not have a conversation about the quality of teachers, not the longevity of teachers? time in a classroom?

The solution is complex and goes beyond a one-size fits all approach. However, there are various points that should be considered.

If promoting the best educational experience for students is the answer, Last In, First Out needs to be reconsidered.

First, what do communities, including parents and educational unions, value in their educators? Ultimately, the answer should drive the discussion. If protecting teachers with ?tenure? is the response, Last In, First Out is the way to go. If promoting the best educational experience for students is the answer, Last In, First Out needs to be reconsidered.

Experience cannot be manufactured. In-class practice is invaluable, but it is not the end all, be all for teachers. Novice teachers often arrive with a set of tools that veteran teachers may not have. However, one set of tools is not better than another; they are simply different.

Another component of the discussion that must be in place is an objective vetted method of evaluating teachers. This part must include a variety of parameters that are measurable and that is developed with all vested parties participating.

What is the answer? Every community has to determine this on its own in proactive conversations before staff cuts are made.

Districts should have those conversations with all stakeholders?administrators, district officials, parents, students and teachers?and arrive at an objective way to determine the reduction in force procedure.?

Some things to keep in mind during those conversations:?

What is most valuable when looking at staffing schools?? Can a local rubric be developed to determine which teachers are most effective and create a positive learning environment for students?? Veteran status should play a role during those conversations, but to utilize that as the only factor when determining the staffing does our students a disservice.? Effectiveness with students is paramount when we look at the protection of teachers when we must lose educators.

One of the criticisms of education and the teaching profession is the lack of accountability and the inability to remove ineffective teachers once they earn tenure. Tenure is a dirty word to some education critics.

I feel there is a place for tenure. It offers protection from vindictive administrators and allows teachers to have some job security. It places the impetus on administrators to document struggling teachers and their challenges and to be present in classrooms of teachers who are having a difficult time.?

Tenure should provide educators with a chance to hone their craft without losing their livelihood. Other professions, such as lawyers and doctors, have performance reviews and professional institutions that support and advise them throughout their careers. Education should be the same, a profession that supports people in the field and helps those struggling.

This position may not be popular with some of my colleagues in the education community. Some feel that experience trumps all else when it comes to the role of unions or tenure programs. However, that is not the case everywhere, nor should it be.

Education policy is a complex one, and the discussions surrounding Last In, First Out must involve all stakeholders and include appropriate teacher evaluation and the role of tenure.

Samsung extends ATIV branding to all Windows PCs, adds Book 5, Book 6 laptops and SideSync software to the roster

Samsung's ATIV branding might not yet be a household name, but that could very well change, as the company has just announced a new naming scheme that places all of its Windows PCs under the ATIV umbrella. As you may recall, the ATIV scheme was previously reserved for convertibles, but under the new structure, even Samsung's existing PC lineup -- we're looking at you, Series laptops -- will retroactively take on the new scheme. The news doesn't stop there, however, as Samsung has also announced two new ATIV Book models and a nifty bit of software known as SideSync to the mix. Read on for the details.

Facebook to build data center near Des Moines, Iowa

SAN FRANCISCO (Reuters) - Facebook Inc is building a data center near Des Moines, Iowa, to bolster its computing power as it rolls out new services and as the growing use of smartphones increase the pressure on its infrastructure.

This facility in Altoona, Iowa, will be the social networking company's fourth since 2010, when Facebook began construction on its first data center in Prineville, Oregon.

Facebook would not disclose the cost of the new data center, but said it would be within the $1.8 billion in capital expenditures that it projected for 2013 in January. A report in the Des Moines Register on Friday, citing unnamed sources, pegged the facility's total cost at $1.5 billion.

Facebook said it received approval for the data center from the Altoona City Council on Tuesday. Iowa officials have been courting Internet companies to build data centers in the state, enticing them with tax incentives.

The new data center, which will be built on a 200-acre plot of former wheat and soy fields purchased by Facebook, comes as the company's 1 billion-plus users are increasingly accessing the service on smartphones and tablets.

Jay Parikh, Facebook's vice president of engineering, said users typically came to the site throughout the day, sending messages and uploading photos. Supporting that ongoing usage while maintaining the ability to offer new services requires more infrastructure, Parikh told Reuters last week.

"We don't ever want to not be able to launch a product because we don't have the compute ready for some new awesome product," Parikh said.

Instagram, the popular photo-sharing service that Facebook acquired in 2012, is also a factor. Amazon.com Inc's Amazon Web Services hosts the service, but Facebook plans to move it to its own equipment and infrastructure by the time the Iowa data center is operational.

FOCUSED ON ENERGY

The company plans to break ground in June and expects the data center to be up and running by the end of 2014, said Tom Furlong, vice president of site operations.

The initial facility will be a 476,000-square-foot building, based on the same energy-efficient architecture that Facebook designed for its other data centers, but there will be room to expand and build up to three buildings.

The company, which has committed to a minimum investment of $300 million, will receive $18 million in state tax benefits and various other financial incentives from Iowa.

Facebook said it was exploring options for renewable energy for the data center, in keeping with its goal of getting 25 percent of such facilities' power from renewable sources by 2015. The site's supplier, MidAmerican, gets a quarter of its energy from wind power.

Energy use by Internet data centers is increasingly in the public spotlight because of the proliferation of a new crop of "cloud-based" Web services that store user data on remote servers.

Last week, Google said Duke Energy Corp, the energy provider for its North Carolina data center, would offer a renewable power option for the company and other large corporate customers in the region.

Greenpeace criticized Facebook in 2010 for relying too much on coal power at its first data center in Oregon. The company struck an agreement with the environmental group the following year to increase its use of renewable energy.

Facebook plans to rely primarily on renewable energy to power its Lulea, Sweden, data center, which is under construction.

(AP) ? Mike Dunlap is one and done with the Charlotte Bobcats.

The Bobcats fired Dunlap as coach Tuesday after a single season.

The Bobcats went 21-61 under Dunlap, finishing with the second-worst record in the NBA ahead of only the Orlando Magic. Charlotte won just seven games in the lockout-shortened 2011-12 season, but tripling last year's victory total and a three-game winning streak to close the season weren't enough to save Dunlap's job.

Bobcats president of basketball operations Rod Higgins said he and general manager Rich Cho met with players and Dunlap before approaching owner Michael Jordan and asking him to make a coaching change.

"The change was allowed," Higgins said.

Dunlap struggled at times with game management, transitioning from the college game to the NBA and handling professional athletes, often benching veteran players for weeks at a time after they'd irritated him in some way.

Higgins said player input was "a part of the process, but not the only indicator."

During one point in the season Dunlap feuded with veteran guard Ben Gordon during a practice, and his micromanaging approach didn't always sit well with some of the more experienced players on the roster.

"I just don't think he was a great fit," general manager Rich Cho said. "Probably best that we go in a different direction."

Dunlap was unavailable for comment.

The move means the Bobcats will have a third head coach in as many seasons.

The Bobcats hired Dunlap last June after he had been working as an assistant at St. John's, the first person to make a direct move from an assistant coach at the college level to a head coaching position in the NBA.

Dunlap replaced Paul Silas, who was fired after the Bobcats went 7-59 in 2011-12, the worst winning percentage in NBA history (.106).

The Bobcats got off to a surprising 7-5 start, but even Dunlap said at the time he "didn't trust" the record. The Bobcats would go on to lose 18 straight games and quickly regain their spot at the bottom of the NBA standings, where they would remain until closing with three wins and moving ahead of the Magic.

Higgins cited the team's inconsistent play as one of the reasons Dunlap was released.

"You can characterize the season in different buckets," Higgins said. "We started pretty strong and we finished pretty strong. But through the middle part of those two buckets we had some inconsistencies. So when Rich and I reviewed the season we came to the conclusion we needed a change."

Dunlap entered training camp with a desire to push his young players physically, and three- and four-hour practices became the norm. Dunlap talked early in the season about disrupting teams with three-quarter presses, but those plans were quickly abandoned.

The Bobcats were outscored by 757 points this season, more than any team in the NBA.

Defensively, the Bobcats allowed 102.6 points per game, the second-most in the league, and they were the NBA's worst shooting team at 42.5 percent.

After the season, Dunlap sounded like a man politicking to keep his job.

"I never thought that we were going to blink our eyes and have 35 wins," Dunlap said last week. "I thought it was always going to be a slog. We're slowly moving this thing around and again, what's perspective? The worst team in the history of the NBA (last season), all right, so how do you go from seven wins to, say, 40 wins? That's pretty tough to do."

The Bobcats interviewed 10 candidates last summer for the job.

Now that process will start all over.

"In the NBA, you're not surprised by a lot because so many different things happen," Higgins said of the decision. "It's the business."

With the Bobcats getting another top-five draft pick this year and having up to $21 million to spend under the salary cap, Higgins and Cho don't believe there will be a lack of interested candidates in the position.

"Since the release our cellphones have been blowing up," Higgins said. "It lets you know that there is interest in this job, a high level of interest."

Higgins said it's too early for a list of candidates but indicated he wants a coach who's a great leader, able to develop players and great with Xs and Os.

When asked if the team is looking for a candidate with more NBA experience this time around, Cho was non-committal.

"I don't want to pigeonhole ourselves," Cho said. "We want to find out the best fit."

Discovery brings hope of new tailor-made anti-cancer agents

Apr. 21, 2013 ? Scientists at the Walter and Eliza Hall Institute and their collaborators have tailor-made a new chemical compound that blocks a protein that has been linked to poor responses to treatment in cancer patients.

The development of the compound, called WEHI-539, is an important step towards the design of a potential new anti-cancer agent.

WEHI-539 has been designed to bind and block the function of a protein called BCL-XL that normally prevents cells from dying. The death and elimination of abnormal cells in the body is an important safeguard against cancer development. But cancer cells often acquire genetic changes that allow them to bypass cell death, which also reduces the effectiveness of anti-cancer treatments such as chemotherapy.

Cancer cells can become long-lived by producing high levels of BCL-XL protein, and high levels of BCL-XL are also associated with poorer outcomes for patients with lung, stomach, colon and pancreatic cancer.

Dr Guillaume Lessene, Professor Keith Watson and Professor David Huang from the institute's ACRF Chemical Biology division, and Dr Peter Czabotar and Professor Peter Colman from the institute's Structural Biology division led the development of WEHI-539 in collaboration with colleagues at Genentech, a member of the Roche group. The research is published online today in the journal Nature Chemical Biology.

Dr Lessene said the development of WEHI-539 was an important milestone on the way to creating potential anti-cancer agents that act to restore cell death by inhibiting BCL-XL. "Although WEHI-539 is not optimised for use in patients, it will be a very valuable tool for researchers to use to dissect how BCL-XL controls cancer cell survival," he said.

WEHI-539 belongs to a class of chemicals called 'BH3-mimetics', which all bind to the same region of BCL-XL or related proteins. Two BH3-mimetics, called navitoclax (ABT-263) and ABT-199/GDC-0199 are currently in clinical trials for the treatment of cancer, particularly those of the blood and lymph glands (leukemia and lymphoma).

Dr Lessene said WEHI-539 was the product of a sustained research program. "We were very excited to see the team's work culminate in a compound that specifically inhibits BCL-XL," he said. "WEHI-539 is the first compound that our chemists have developed from scratch, using the three-dimensional structure of BCL-XL to build and refine its design."

Two men were charged with plotting a terrorist attack against a Canadian passenger train with support from al Qaeda elements in Iran, police said Monday. The men are not Canadian citizens, but they had been in Canada a "significant amount of time," said police.

The case bolstered allegations by some governments and experts of a relationship of convenience between Shiite-led Iran and the predominantly Sunni Arab terrorist network.

Chiheb Esseghaier, 30, and Raed Jaser, 35, had "direction and guidance" from al Qaeda members in Iran, though there was no reason to think the planned attacks were state-sponsored, RCMP Assistant Commissioner James Malizia said. Police said the men did not get financial support from al Qaeda, but declined to provide more details.

"This is the first known al Qaeda planned attack that we've experienced in Canada," Superintendent Doug Best told a news conference. Officials in Washington and Toronto said it had no connections to last week's bombings at the marathon in Boston.

The arrests in Montreal and Toronto raised questions about Iran's murky relationship with the terrorist network. Bruce Riedel, a CIA veteran who is now a Brookings Institution senior fellow, said al Qaeda has had a clandestine presence in Iran since at least 2001 and that neither the terror group nor Tehran speak openly about it.

"The Iranian regime kept some of these elements under house arrest," he said in an email to The Associated Press. "Some probably operate covertly. AQ members often transit Iran traveling between hideouts in Pakistan and Iraq."

U.S. intelligence officials have long tracked limited al Qaeda activity inside Iran. Remnants of al Qaeda's so-called management council are still there, though they are usually kept under virtual house arrest by an Iranian regime suspicious of the Sunni-/Salafi-based militant movement. There are also a small number of financiers and facilitators who help move money, and sometimes weapons and people throughout the region from their base in Iran.

Last fall, the Obama administration offered up to $12 million in rewards for information leading to the capture of two al Qaeda leaders based in Iran. The U.S. State Department described them as key facilitators in sending extremists to Iraq and Afghanistan. The U.S. Treasury Department also announced financial penalties against one of the men.

Alireza Miryousefi, spokesman for the Iranian mission to the United Nations, said the terrorist network was not operating in Iran.

"Iran's position against this group is very clear and well known. [Al Qaeda] has no possibility to do any activity inside Iran or conduct any operation abroad from Iran's territory," Miryousefi said in a statement emailed to the AP late Monday. "We reject strongly and categorically any connection to this story."

The investigation surrounding the planned attack was part of a cross-border operation involving Canadian law enforcement agencies, the FBI and the U.S. Department of Homeland Security.

Syrian opposition warns Hezbollah to stay out

BEIRUT (AP) ? The Syrian opposition called on Hezbollah to withdraw its fighters from the country immediately, as activists said regime troops supported by pro-government gunmen linked to the Lebanese Shiite militant group battled rebels Sunday for control of a string of villages near the Lebanon-Syria border.

The Syrian National Coalition ? the main Western-backed opposition group ? warned that Hezbollah involvement in Syria's civil war could lead to greater risks in the area, and urged the Lebanese government to "adopt the necessary measures to stop the aggression of Hezbollah" and to control the border to "prevent further risks and to protect civilians in the area."

The statement, posted on the Coalition's Facebook page, coincides with a surge in fighting around the contested town of Qusair in Syria's Homs province near the frontier with Lebanon. Over the past two weeks, the Syrian military, supported by pro-regime militia backed by Hezbollah, has pushed to regain control of the border area ? a strategic region because it links Damascus with the Mediterranean coastal enclave that is the heartland of President Bashar Assad's Alawite sect, an offshoot of Shiite Islam.

It also points to the sectarian nature of the Syrian conflict, which pits a government dominated by the president's Alawite minority against a primarily Sunni Muslim rebellion, as well as fears that the civil war could drag in neighboring states.

The pro-regime gunmen are members of the Popular Committees, which were set up last year in Syria with Hezbollah's backing to protect Syrian villages inhabited by Lebanese Shiites, although rebels accuse the fighters of attacking opposition villages in the area and fighting alongside government forces.

While Hezbollah confirms backing the Popular Committees, it denies taking part in Syria's civil war.

The fighting along the border region has flared in recent weeks, and on Saturday?government forces captured the villages of Radwaniyeh and Tel al-Nabi Mando. On Sunday, regime forces shelled the villages of Abu Houri, Saqarigh, Nahriyeh and Ein al-Tanour in the Qusair region, according to the Britain-based Syrian Observatory for Human Rights activist group. It said at least four rebels were killed in the fighting.

Syrian state television said the army was trying to "uproot all the terrorists from the area." The government, which denies it is facing a popular uprising, describes the revolt as a foreign-backed plot and calls those trying to topple it "terrorists."

Lebanon's state-run news agency reported two shells fired from Syria landed Sunday in the town of Hermel near the frontier with Syria, causing material damage but no casualties. A day earlier, two mortar rounds landed in the town for the first time, marking an escalation in violence along the already tense border.

Syria's 2-year-old conflict has repeatedly spilled over into neighboring states, while the violence at home has forced more than 1 million Syrians to escape their homeland to seek safety abroad. Most of the refugees have fled to Lebanon, Jordan, Iraq and Turkey, where they have put an immense burden on already cash-strapped governments to cope with huge influx.

In Jordan, police arrested eight Syrians on suspicion of inciting riots at the sprawling Zaatari refugee camp, according to a Jordanian security official who requested anonymity in line with regulations.

About 100 Syrian refugees threw stones at Jordanian police on Friday for preventing some of them from sneaking out of their desert camp. Ten police officers were injured, including two who remain in critical condition.

The security official said a military prosecutor was set to question the eight suspects later Sunday. If convicted, they face up to three years in jail.

The Zaatari camp houses 150,000 Syrian refugees, while another 350,000 Syrians have found shelter in Jordanian communities. Conditions in the overcrowded camp have worsened since it opened last July, and there have been several riots.

In Damascus, a senior Iranian lawmaker on Sunday expressed support for Assad, and said that what he called the U.S.-led battle to oust the Syrian leader had failed.

Alaeddin Boroujerdi, the head of Iran's parliamentary?committee on national interest and?foreign policy, said Tehran is "happy that?the U.S., with its abilities and regional allies, has failed despite its efforts" to topple Assad.

"Today, they are the losers in the game, no doubt," Boroujerdi told Iranian state TV ahead of talks with Syrian Foreign Minister Walid al-Moallem.

Iran is Syria's chief regional ally.

Al-Moallem repeated the government line that Syria is the victim of a foreign conspiracy hatched by the United States in cooperation with Syria's neighbors. Damascus has previously rebuked Saudi Arabia and Qatar for financing arms purchases to the rebels, and Turkey and Jordan for allowing arms shipments.

The U.S. has long called for Assad to leave power, but for months did not play an active role in backing the rebellion. Recently, however, Washington has grown more assertive, helping cobble together the Syrian National Coalition late last year in the hopes that it could unite the deeply divided opposition and provide a conduit for aid to the rebels.

At an international conference on Saturday in Istanbul that brought together the opposition leadership and its chief international supporters, U.S. Secretary of State John Kerry announced that the Obama administration would double its non-lethal assistance to the Syrian opposition with an additional $123 million in supplies. That could include for the first time armored vehicles, body armor, night vision goggles and other defensive military supplies, officials said.

The additional aid brings total non-lethal U.S. assistance to the opposition to $250 million since the fighting began more than two years ago. Washington has refused so far to provide weapons to Syria's rebels out of fears they could fall in the hands of extremists.

The U.S. pledge was the only tangible, public offer of new international support at the meeting of the foreign ministers of the 11 main countries supporting the opposition and fell well short of what the opposition has been appealing for: weapons and direct military intervention to stop the violence that has killed more than 70,000 people.

The Syrian National Coalition is seeking drone strikes on sites from which the regime has fired missiles, the imposition of no-fly zones and protected humanitarian corridors to ensure the safety of civilians.

Interactions between drugs can also be measured at lowest doses

Apr. 11, 2013 ? Clinical pharmacologists at Heidelberg University Hospital have achieved major progress for improving the reliability of drugs. In a pharmacological study, they showed for the first time that interactions between drugs can be detected with minute doses in the range of nanograms. However, at these low doses, the drugs are neither effective nor do they have side effects. This means that studies on interactions occurring in drug combinations can be conducted practically without posing risks or negative impacts on the participants. This is true not only for healthy volunteers, as has been observed to date, but also for patients. The study was published in the medical journal Clinical Pharmacology & Therapeutics.

"Many chronically ill or elderly patients today take several different drugs. Around two percent of all hospital stays in Germany are the result of interactions between the drugs," said Professor Walter E. Haefeli, Medical Director of the Department for Clinical Pharmacology and Pharmacoepidemiology at Heidelberg University, where the new technique of "nano-dosing" has been developed and tested. "Many interactions could be avoided if we were aware of them and took them into account."

Drug combinations rarely studied for interactions

However, very few drug combinations have been systematically tested for interactions to date. "Many risks remain unknown to date and need to be studied," Prof. Haefeli explained. After initial tests conducted in animals, combinations are currentlybeing studied in healthy participants -- with the usual therapeutic doses. Depending on the drug, this can strongly impact the body. Furthermore, a healthy person may react differently to a drug than a sick person does. This means that study findings can only be transferred to a limited extent.

Using mass spectrometry, an ultrasensitive technique, the team led by Prof. Haefeli succeeded in drastically reducing the dose for studies on interactions in study participants. Mass spectrometers are so sensitive that they are able to identify the drug in a single drop of blood. The scientists conducted a study on interactions in 12 healthy test persons taking the fungicide ketoconazole and the sedative midazolam simultaneously. For the study, they administered midazolamdoses of 0.0000001 g, which was 30,000 times lower than the amount used for therapy. Comparisons with higher doses revealed that the drugs behaved identically at all concentrations. Therefore, even a minimal concentration in the body is sufficient to reliably predict the extent of the interaction during normal use.

Inhibition of the liver enzyme measurable in the nanogram range

With the help of ultrasensitive mass spectrometers, the speed with which a drug is degraded can be measured. They are used wherever small amounts need to be detected in liquids, e.g., contamination in drinking water, doping agents or environmental toxins. To this end, a small amount of blood or other body fluid is withdrawn after certain time intervals in order to determine the remaining concentration of the drug. The mass spectrometer sorts the molecules and determines their concentration. Based on their characteristic properties, the drugs can be reliably identified. "For the first time, we have proven that with this technique, we are able to find drugs in the blood even at extremely low doses, and that we can quantitatively determine them and identify their interactions," Prof. Haefeli said.

In the published study, the team investigated the interaction between the sedative midazolam, which is metabolized in the liver by the protein cytochrome P450 3A, and the fungicide ketoconazole, a well-known inhibitor of this cytochrome. The inhibition of the cytochrome and, in turn, the reduced degradation of midazolam, were already precisely measured in the nanogram dose. This interaction in particular plays an important role for patients who need to take several drugs simultaneously. Many drugs inhibit this enzyme, which metabolises around half of all regularly used medicines. However, if a drug is degraded too slowly, at normal doses, it accumulates in the body and, in the worst case, can cause toxicity.

Further studies planned

Prof. Haefeli and his team are now testing the new method in patients. "Since we can use minimal drug doses, these studies are also safe for patients," Prof. Haefeli explained. Heidelberg University pharmacologists will also examine the interactions of other medications that influence other metabolic enzymes. "The method could also be used in the many studies in which interactions are relevant for approval by the authorities, for instance," said Prof. Haefeli, looking toward the future.
