LONDON (Reuters) - British travel firm TUI Travel agreed to buy 60 mid-range Boeing jets with an option for 90 more, moving to make its fleet more fuel-efficient and delivering the U.S. planemaker a big contract win over European rival Airbus.
The world's largest tour operator, which owns six European airlines including Britain's Thomson Airways, said on Friday the initial order of Boeing 737 MAX planes was secured at a "significant discount" to the list price of $6.09 billion.
The planes, to be powered by CFM LEAP-1B engines, are scheduled for delivery between January 2018 and March 2023, TUI Travel said
It said such a large deal would represent a class 1 transaction, meaning it would require shareholder approval.
"TUI Travel have 59 leases on planes expiring over the next three years so the fact they are looking to buy these planes shows the strength of the company," said Oriel Securities analyst Jeffrey Harwood, who added that cutting its fuel bill was a big motivation for the group.
Several European carriers have seen profits battered by high fuel costs - which now account for around half of airlines' operating expenditure - in recent years.
Boeing has said the 737 MAX, which competes with Airbus' A320neo, will burn 13 percent less fuel than current 737 models.
Reuters reported earlier this year that TUI Travel was close to sealing a deal for 60 narrow-body airliners.

Boeing is also competing with Airbus to supply British low-cost airline easyJet with new planes.
EasyJet is edging towards a firm order for at least 100 A320neo or 737 MAX planes jets worth around $10 billion, with as many again in options, sources close to the deal said, adding that the European planemaker was the favorite.
EasyJet, which operates an all-Airbus fleet of 213 aircraft, ideally wants to remain a single-manufacturer fleet, but is considering moving entirely to Boeing planes.
TUI Travel, whose airlines use 141 aircraft, received the first of 13 long-haul Boeing 787 Dreamliners planes on Friday.
"Being able to offer our customers the most advanced, comfortable aircraft, whether they are travelling with us to short or long-haul destinations, while reducing our environmental impact, will only strengthen our position," said TUI Travel Chief Executive Peter Long.
Shares in TUI Travel, which is 56 percent owned by Germany's TUI AG , were 1.4 percent down at 357.9 pence by 0910 GMT, valuing the company at around 4 billion pounds.

May 29, 2013 ? Improvements in crop water productivity -- the amount of food produced per unit of water consumed -- have the potential to improve both food security and water sustainability in many parts of the world, according to a study published online in Environmental Research Letters May 29 by scientists with the University of Minnesota's Institute on the Environment (IonE) and the Institute of Crop Science and Resource Conservation (INRES) at the University of Bonn, Germany.
Led by IonE postdoctoral research scholar Kate A. Brauman, the research team analyzed crop production, water use and crop water productivity by climatic zone for 16 staple food crops: wheat, maize, rice, barley, rye, millet, sorghum, soybean, sunflower, potato, cassava, sugarcane, sugar beet, oil palm, rapeseed (canola) and groundnut (peanut). Together these crops constitute 56 percent of global crop production by tonnage, 65 percent of crop water consumption, and 68 percent of all cropland by area. The study is the first of its kind to look at water productivity for this many crops at a global scale.
The wide range of variation in crop water productivity in places that have similar climates means that there are lots of opportunities for improving the trade-off between food and water. And the implications of doing so are substantial: The researchers calculated that in drier regions, bringing up the very lowest performers to just the 20th percentile could increase annual production on rain-fed cropland enough to provide food for an estimated 110 million people without increasing water use or using additional cropland. On irrigated cropland, water consumption could be reduced enough to meet the annual domestic water demands of nearly 1.4 billion people while maintaining current production.
"Since crop production consumes more freshwater than any other human activity on the planet, the study has significant implications for addressing the twin challenges of water stress and food insecurity," says Brauman.
For example, if low crop water productivity in precipitation-limited regions were raised to the 20th percentile of water productivity, specific to particular crops and climates, total rain-fed food production in Africa could be increased by more than 10 percent without exploiting additional cropland. Similar improvements in crop water productivity on irrigated cropland could reduce total water consumption some 8-15 percent in precipitation-limited regions of Africa, Asia, Europe and South America.
Because the study is global in scope, it is able to identify potential locations for interventions, crops to pay attention to, and opportunities for the biggest improvements in crop water management. Specific solutions for improving crop per drop will vary by location and climatic zone over time, however.
We know that the universe is roughly 13.8 billion years old?give or take a few hundred million years. Which seems like a decently accurate reading. But a new pair of clocks, which can measure time at a 1018 fractional level, makes our own measurements look like child's play. To have the same level of precision as these twin timepieces, we'd have to be able to specify the age of the known universe to within less than one second.
Tweaking an already wildly accurate method of telling time might seem a tad excessive. But a single second didn't just arise as an arbitrary measurement?it's based on an atom's frequency. And accurately measuring this doesn't come easy. Anything from a stray electric field to any movement of the atom whatsoever affects the measurement?small sources of error, sure, but error nonetheless.
To overcome these complications, Andrew Ludlow at the National Institute of Standards and Technology in Boulder and his team used something known as an "optical lattice clock." By bouncing a laser off a mirror, they're able "to create a standing wave of light which forms a lattice to trap atoms. This is a kind of eggbox in which the atoms sit." With the ytterbium atoms neatly trapped, the clock is free to zap them with a different laser and measure the electrons' frequencies. Leaving you with a clock that will only lose about one second avery 31 billion years. Not bad.
And their extreme sensitivity means that they can measure the gravitational redshift, a phenomenon in which time moves more slowly in stronger gravitational forces?meaning they can alert us to changes in height. But while current clocks can sense change mostly kilometer-wise, these new ones will be able to measure a shift in heigh even at around 1 cm. So these new clocks are ready to go right to work, particularly in fields such as hydrology, geology, and climate change in general.
Ludlow and his team may already looking to the next advancement in time measurement, but for now, this opens the door to some major advancements in our understanding of the world around us. Now if only there were a wrist-friendly version. [MIT Technology Review]

Ballistic-missile defenses, joint-strike fighters, Black Hawks, and more ? Chinese hackers have their hands on plans for these and more of the Pentagon's most sophisticated weapons systems, just the latest sign that the culture of hacking in China continues to put America on the defensive ahead of a tense meeting between President Obama and?Xi Jinping, a summit bound to be tense with cyberwarfare diplomacy.

The Washington Post's Ellen Nakashima reports in Tuesday's paper that Chinese cyberthieves have "compromised" mockups that form the "backbone" of some of the U.S. military's most important and high-tech defense technology, and that it could signal a copycat advancement of China's arms, while aiming to "weaken the U.S. military advantage" down the road. The Chinese government, as usual with these attacks ? even when they seem connected directly to the People's Liberation Army ? are distancing themselves from the pervasive, and this time very internationally unsound, hacking. "The Defense Science Board, a senior advisory group made up of government and civilian experts, did not accuse the Chinese of stealing the designs. But senior military and industry officials with knowledge of the breaches said the vast majority were part of a widening Chinese campaign of espionage against U.S. defense contractors and government agencies," the?Post?reports.

The new breach comes as a newly disclosed part of a classified Defense Science Board report. Back in January, the board?released a public version of the report,?warning of possible attacks on U.S. defense systems as well as the Defense Department's lack of?preparation?and protection. And if you look back in 2005, the same group warned U.S. defense?officials?against buying microchips from China because of trojan horses and spyware ? advice the Pentagon eventually took, cutting off Chinese supply in 2011. But in just the last few months, Chinese hackers have gotten to major U.S. news organizations and government agencies. How have the Pentagon's own cybersecurity experts been so far ahead of the Pentagon's actual cybersecurity if China is stealing our war plans ? or at least our warplanes? And is there any way to stop it?

Obama has said that the U.S. military would focus on Asia and the Pacific in the coming year ? he called it a "vast and complex undertaking" in his big foreign-policy speech on Thursday. "We cannot look back years from now and wonder why we did nothing in the face of real threats to our security and our economy," Obama said in his State of the Union address this year. Except it may be too late for wonder and speeches;?Nakashima reports the Chinese cyberspies already have the basic outlines for the following:
The designs included those for the advanced Patriot missile system, known as PAC-3; an Army system for shooting down ballistic missiles, known as the Terminal High Altitude Area Defense, or THAAD; and the Navy?s Aegis ballistic-missile defense system.
Also identified in the report are vital combat aircraft and ships, including the F/A-18 fighter jet, the V-22 Osprey, the Black Hawk helicopter and the Navy?s new Littoral Combat Ship, which is designed to patrol waters close to shore. Also on the list is the most expensive weapons system ever built ? the F-35 Joint Strike Fighter, which is on track to cost about $1.4 trillion.
So while that big Mandiant report from February ? the one linking a nondescript building all the way to the PLA and back to critical U.S. infrastructure, the one the Pentagon outright blamed on the Chinese government ? might be scary, this is a cyber race to weapons building. And it's got implications for future combat: "You've seen significant improvements in Chinese military capabilities through their willingness to spend, their acquisitions of advanced Russian weapons, and from their cyber-espionage campaign," James A. Lewis, a cyber-policy expert at the Center for Strategic and International Studies, told the Post's?Nakashima.

According to a report ?last weekby the?Commission on the Theft of American Intellectual Property, a group headed up by two ex-Obama administration officials (Dennis Blair and Jon Huntsman), hacking costs the U.S. some $300 billion per year. And you know what? China is reportedly responsible for a full 70 percent of that when it comes to corporate IP and theft. But a New York Times editorial over the weekend added an important point of emphasis: "While there are concerns about military-related incursions, the focus of most public discussion surrounds hacking into business and industry."?Behind the scenes, then, the Pentagon is doing more than it's saying ? and building up a more sophisticated cyber battle plan of our own: Wired's Noah Shachtman has an in-depth report today on the Pentagon's so-called Plan X, "a program that is specifically working towards building the technology infrastructure that would allow cyber offense to move from the world we're in today," as Darpa's director put it.

Whether videogame-style protections and clandestine preparations will bail out the Pentagon the next time around, well, we may never know. But we know the U.S. isn't the only victim of military-grade cyber espionage: Australian media reported over the American long weekened that the Chinese had hacked blueprints of the Australian Security Intelligence Organisation's new headquarters. The "blueprints included floor plans and the locations of communications cabling, servers and security systems," reports the Australian Broadcasting Corporation.?So, it wouldn't be that hard to imagine China creating U.S. weapons in a building designed by Australia's ASIO, now would it?
Obama is expected to discuss the Chinese hacks ? and the widespread culture of hacking in China, which is increasingly looking more like war games than hobby horse?? with Chinese President Xi Jinping when they meet next month in California. There might have to be digital ground rules if we want to keep our planes from taking off over Chinese skies.

MOSCOW (AP) ? A senior Russian diplomat says Washington's latest moves aimed at easing Moscow's concern about NATO's U.S.-led missile defense plans are insufficient.
Monday's statement by Deputy Foreign Minister Sergei Ryabkov followed an exchange of letters by President Barack Obama and Russia's President Vladimir Putin that mentioned the missile defense dispute, a longtime irritant in bilateral ties. Russian media said Obama offered to provide Russia with more information about the missile defense plans.
The Kremlin has dismissed U.S. assurances that the shield is a defense against Iranian missiles and sought legally binding guarantees that it wouldn't be aimed against Russia.
Ryabkov told Voice of Russia radio that the latest U.S. proposals on missile defense are "concrete" and "serious," but Moscow still sees them as insufficient and wants more specific technical guarantees.
MOORE, Okla. (AP) ? President Barack Obama flew to tornado-stricken Oklahoma Sunday to offer both moral and monetary support to a community facing an enormous reconstruction challenge while still reeling from the loss of lives, property and neighborhoods.
The White House said Obama wanted a firsthand look at recovery from the monstrous EF5 tornado that barreled through last Monday afternoon. The president was visiting with affected families and thanking first responders in the devastated town of Moore, about 10 miles from Oklahoma City.
Obama's motorcade passed past grassy fields strewn with scattered debris. He saw devastation so awesome that it appeared as if garbage had literally rained from the sky. The president's first stop was the demolished site of the Plaza Towers Elementary School, where seven students were killed when the tornado turned the one-story building into a heap of bricks, broken concrete and twisted metal.
Obama flew from Washington into Tinker Air Force Base and shook hands with personnel whose homes off base were lost or damaged. Oklahoma Gov. Mary Fallin, the first to greet the president as he got off the plane, said Sunday that her message to Obama is that she appreciates the visit, but the state also needs quick action from the Federal Emergency Management Agency to help the ravaged town of 41,000 people.
The Republican governor said so far, the agency has done a great job of speeding relief and cash assistance to affected families, but she's concerned about the long run.
"There's going to come a time when there's going to be a tremendous amount of need once we begin the debris clearing, which we already have, but really get it cleared off to where we need to start rebuilding these homes, rebuilding these businesses," she said on CBS' "Face the Nation." ''And we know at different times in the past, money hasn't come always as quickly as it should."
Obama offered prayers for residents from the White House in recent days and has promised to support the rebuilding for as long as it takes. "They have suffered mightily this week," Obama said Wednesday. "And while the road ahead will be long, their country will be with them every single step of the way."
White House spokesman Josh Earnest, speaking to reporters accompanying the presidential party on Air Force One, said Obama wanted to make the trip to offer condolences and reiterate his and the nation's commitment to rebuild.
"This is the greatest nation on Earth, and we're going to dedicate this nation's time, attention, resources and expertise to help our people in their time of urgent crisis," the spokesman said.
Earnest touted the federal contributions so far, including Obama's signing of a disaster declaration within hours of the storm to speed aid from the Federal Emergency Management Agency. Earnest said that 450 FEMA personnel were working on the ground in Oklahoma and have delivered 43,000 meals, 150,000 liters of water and thousands of cots, blankets and tarps. He said 4,200 people have applied for disaster assistance, and $3.4 million in payments have been approved.
Fallin said the money is particularly vital for the victims. "A lot of people lose their checkbooks, they lose their credit cards, they lose their driver's license, their birth certificates, their insurance papers, they lose everything, and they have no cash. And some of the banks were even hit, the ATM machines, so people need cash to get immediate needs," she said on CBS.
Earnest also said that forecasters from the National Weather Service had worked ahead of the storm to prepare communities that it threatened. He said they issued a warning 36 minutes before the tornado entered Moore, earlier than the 12-minute average warning. Twenty-four people perished in the tornado, including 10 children.
"These advancements, made by government scientists in the field of weather forecasting at these agencies are dramatic and they're saving lives," Earnest said. He said Sunday wasn't a day for a partisan political debate, adding that "it is evident to any impartial observer here what an important role the federal government can play in providing assistance to our people at their time of urgent need."
Among the tornado victims were 10 children, including two sisters pulled by the strong winds out of their mother's grasp, an infant who died along with his mother trying to ride out the storm in a convenience store and seven students at Plaza Towers. Many students were pulled from the rubble after the school was destroyed.
Fallin noted that some 100 other schools in Oklahoma have safe rooms for children to seek shelter in tornados.
"Schools that have been lost in the past, many of them have rebuilt rooms of some sort as a safe room in their school, and we're certainly going to encourage that," she said.
"Any death is very unfortunate, but it's truly incredible that we had only 24 deaths at this site, because if you look at all the debris field and how wide it is, I don't know how anybody survived this tornado," she said on CBS.
The White House said that FEMA has already provided $57 million in rebates and incentives to help build about 12,000 storm shelters in Oklahoma. "These storm shelters can be the difference between life and death," Earnest said.

BERLIN (Reuters) - China's Premier Li Keqiang said on Sunday a stable euro was in the best interests of China and the whole world.
Speaking at a news conference in Berlin with Chancellor Angela Merkel, Li said China has offered its help throughout the euro zone crisis.
"We've stood by Europe and we hope that the European Union can overcome these momentary difficulties," he said.
"We hope the euro zone can remain stable. I've said before that China is ready to offer its assistance. It's mutually beneficial. If Europe prospers, it's good for Europe (and) also for China's development. And that's good for the whole world."
Li said that he hoped to expand bilateral cooperation with Germany and the EU on his trip to Europe.

In 1994, just 12 percent of Ethiopian children completed primary school. Today the figure is nearly 70 percent.
In fact, around the world, the numbers of those living in extreme poverty are less than half of what they were in 1990, according to global indicators.
The reasons for such improvement in areas as diverse as global education, health, and nutrition range from economic booms to settling of political disputes to enlightened leadership.?Yet all indicate progress toward what has been a serious set of eight aims called the?Millennium Development Goals (MDGs), ushered forth in 2001. The effect of the goals has changed a larger discussion about development, moved a significant amount of aid around, and helped with basic living standards for millions.
?I am in dozens of countries every year, and it?s amazing to me how much these goals animate public discussion, newspaper columns, and government leaders? rhetoric,? Jeffrey Sachs, the director of the Earth Institute at Columbia University, told a small audience at the Overseas Development Institute in London in December.?
A new World Bank study of MDG's last month?showed steady progress in a range of nations, though not all goals were met.?
Clear readings on how much has really been achieved since 2001, and how much of the social impact can be attributed to the MDG ? is not easy to gauge. There is also a question about whether setting high-profile and ambitious goals has any effect in actually improving difficult world conditions.
Yet with the MDG deadline set to expire in 2015, a consensus among figures like Mr. Sachs and other like-minded broad thinkers is ?yes? ? setting goals does matter.
?The MDGs have been surprising, and surprisingly useful,? Sachs adds in a recent interview. ?It has been good to have global goals around development objectives. This was not obvious a dozen years ago ? in fact, I would say, not obvious at all.?
As it happens, the MDG unveiling by UN Secretary-General Kofi Annan took place only five days before the Sept. 11, 2001 attack. The name of Al Qaeda was hardly known among Americans when the UN chief announced eight highly ambitious goals to reach by 2015. These included halving the number of people living in extreme poverty, to reducing child mortality by two-thirds, to reversing the spread of HIV/AIDS.?
At the time, it was not clear the MDGs would stick. International aid had been in decline after the cold war, and many nations were turning inward.
But for some reason, the MDGs struck a chord.
?For whatever reason, and perhaps it was that climate of hope at the time, [the MDGs] got traction ? countries built them into their national development strategies, measured progress against them,? says Helen Clark, administrator of the UN Development Program.??The ? partners rallied ? and focused a lot of their support around achieving the goals as well,? Ms Clark adds.?
And while it is difficult to ascribe direct causal powers to the millennium goals, there is some feeling and some evidence that the intent and impulse of the goals has had at least a marginal effect ? not to be taken lightly since that impact touches millions of lives.
"When you?re talking about marginal differences at the global level, you?re talking about thousands, tens of thousands, hundreds of thousands, millions of kids, who are alive today who would otherwise be dead,? says Charles Kenny, a senior fellow at the Washington-based Center for Global Development. ?If you look at rates of progress before and after 2000 on a number of the MDG indicators, in some cases you see slightly faster progress after 2000.?
A UK-wide trial is about to get underway to determine the effectiveness of antibiotics in the treatment of atopic eczema - a debilitating skin condition which affects around one in three children nationally.
With the backing of a grant worth ?1.2M, researchers at Cardiff University will compare the use of antibiotic syrup to antibiotic cream and placebos, in the treatment of eczema that is thought to be infected.
Chief Investigator, Dr Nick Francis of the Cardiff School of Medicine, said:
"Eczema affects up to a third of young children at some point in their lives, and can cause terrible suffering to children and their families.
"Eczema flares are sometimes thought to be caused by bacterial infections, but we do not know whether antibiotics reduce eczema severity in these children, and if so, whether antibiotic syrup or cream works better.
"Thousands of children receive antibiotic treatment for eczema every year. If these treatments work then we can promote use in those who are most likely to benefit, if not then we can avoid exposing children to the risks of unnecessary antibiotic treatment."
The Children with Eczema Antibiotic Management (CREAM) study will take place in over 90 general practices in Wales, Scotland and England.
